Plenary Session 1 – Basic Income and the ‘Solidarity Economy’: New Horizons for Social Protection

This opening session will explore how universal basic income (UBI) intersects with the global solidarity economy movement to reimagine social protection in the 21st century. Panelists will discuss UBI not just as a policy tool, but as a catalyst for systemic change—one that could empower communities, reduce inequality, and foster resilience in an era of climate disruption, technological upheaval, and shifting labor markets. The conversation will highlight synergies between UBI and solidarity economy principles, such as cooperative ownership, mutual aid networks, and localized resource sharing. How might a guaranteed income floor amplify grassroots efforts to build equitable economies? Can UBI help dismantle extractive systems while supporting care work, cultural preservation, and ecological stewardship? Drawing on global examples—from Indigenous reciprocity practices to urban cooperative experiments—the session will address tensions and opportunities: Is UBI a complement or a competitor to community-driven models? What lessons can policymakers learn from solidarity economy pioneers? By framing UBI as part of a larger ecosystem of social innovation, this debate aims to inspire collaboration across movements and spark bold ideas for creating economies rooted in justice, dignity, and collective well-being.
